Necessity knows no law

This saying is based on reality and is true to facts. A hungry man will do anything, lawful or unlawful, to obtain his food. A person in bondage will try to get out by all means — fair or foul. However, sometimes, a mere greed is mistaken for necessity. A person in power sometimes justifies bribes on the plea that his needs are more than his legitimate income can meet. He is under the force of necessity and so contravenes law. In a settled society, it is possible to regulate the needs of people so that they may not be forced by the necessity to go against the law. There are lawful channels open for them to have their needs fulfilled. In such a society, the law is contravened by persons who have had defective breeding. Therefore, we may conclude that necessity alone does not produce criminals, though it is one of the powerful forces impelling to crime.
